Project Manager - Anticipated

The Project Manager implements, manages, plans and coordinates the full life-cycle of projects related to the U.S. Marine Corps Systems Command (MCSC) Logistics Support Services contract. This position ensures that the project goals and objectives are accomplished within the prescribed timeframe, budgetary parameters and to the customer's satisfaction. As the Project Manager, this position provides project team leadership necessary to meet defined project deliverables and maintains positive working relationships with the customer and key stakeholders.
Essential duties and responsibilities include the following. Other duties may be assigned.

Serves as a focal point, and provides project management guidance and expert support for the contract. Responsible for overall assignment of work, management of personnel, financial budgets, as well as all operations and technical aspects for the successful completion of the contract / program requirements.
Possesses and exercises general knowledge of all technical and management areas of the contract. Acts as a technical advisor, and implements processes and procedures for effective project management.
Oversees the management / delivery of all project goals, objectives and deliverables. Performs overall project management and reporting functions related to the defined project deliverables. Identifies relative quality standards, and ensures the highest quality of services are met.
Maintains a solid customer relationship, and assures customer satisfaction with the successful execution of the project.
Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications, and develops collaborative rapports with solutions-oriented approaches.
Manages project scope, deliverables, cost, profitability, schedule, quality and resources. Meets both on time delivery and budgetary objectives.
Develops sustainment strategies to ensure project expected delivery dates are met. Tracks project milestones and deliverables.
Performs and conducts data collection, analysis and tracking.
Prepares technical briefing materials in both hard copy and soft copy format. Conducts evaluations of program schedules and deliverable tracking. Plans and reviews program data deliverables.
Provides monthly and weekly status reports according to outlined government schedule.
Participates in and/or assists in preparing for key meetings and events. Assists in preparing and coordinating the agenda for key meetings, and prepares presentation materials. Drafts minutes and action items for appropriate action. May be required to organize, attend or host / facilitate program support team meetings / IPT discussions as directed by the government.
Provides support and guidance as it relates to logistics operations. Documents business processes related to logistics operations. Participates on various integrated process team working groups.
Develops project plans and budgets to guide the execution and control of the project.
Communicates project plans, objectives, timelines, schedules, job assignments, responsibilities and reporting relationships. Sets, manages and communicates project expectations to team members and stakeholders.
Ensures staffing levels / skills are appropriate for the project scope and deliverables. Actively participates in the hiring of new and replacement project staff. Provides performance assessments and feedback to employees.
Collects and disseminates performance information, such as project review data, status reports, progress measurement and forecasting.
Identifies and manages project dependencies and critical path.
Proactively manages changes in project scope. Identifies potential crises, and devises contingency plans.
Performs time collection, invoice approvals and status reporting.
Implements industry best practices, project management tools and methodologies.
Seeks opportunities to expand business. Participates in proposal and solution development for additional project opportunities.
Serves as primary point-of-contact with government contract staff for reporting project status. Responsible for effective communication with Contracting Officer and field operations.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output. Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
Bachelor's degree preferred and a minimum of ten (10) years relevant project management experience and/or experience as a USMC Communication Maintenance Officer; or equivalent combination of education / experience.
Minimum of five (5) years relevant Marine Corp Global Combat Support System (GCSS-MC) maintenance functionality experience and ten (10) years of USMC communications system maintenance management experience. Experience with USMC Secondary Repairables (SECREP), consumables and Demand Support Item Management (DSI) required. Experience with MARCORSYSCOM acquisition processes and procedures preferred.
Project Management Institute (PMI) / Project Management Professional (PMP) Certification preferred
Ability to obtain DoD Security Clearance
Advanced knowledge and understanding of USMC communications systems (i.e., maintenance, accounting, usage, storage, packing/transportation, support, etc.), Life Cycle Modeling Integrator (LCMI) applications, and USMC electronic technical publications library
Operational knowledge and understanding of Marine Corp Global Combat Support System (GCSS-MC) with ability to read and comprehend related maintenance reports
Knowledge and understanding of Marine Corps Readiness Reportable Ground Equipment / Marine Corps Automated Readiness Evaluation System (MARES), and Software and Systems Development Lifecycle (SDLC)
GCSS proficiency and ability to read reports relating to maintenance (i.e., Master Data Repository, MARES, Maintenance Planning, Workload Management, Employee/Work load balancing)
Skilled proficiency conducting audits and utilizing quality management systems
Demonstrated competency in working with a wide range of government departments with diverse business needs, interests, expectations and requirements
Extensive working knowledge of Microsoft Office Suite and project management software programs
Knowledgeable of and skilled in implementing "best-in-class" concepts / principles within the areas of planning, scheduling, budgeting and operations for successful achievement of program objectives
Excellent leadership, capital planning, financial management, cost control, estimating and contract negotiating skills
Ability to manage multiple services and task order projects simultaneously in a fast paced, evolving environment
Ability to make sound, well-informed and objective decisions; perceives the impact and implications of decisions
Ability to prepare, justify and administer budgets and to assess financial conditions

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
