POSITION: Director of Human Resources
LOCATION: Administrative Building
QUALIFICATIONS:
Master's Degree in Educational Leadership, Human Resources, Business or public Administration, Organizational Development, or closely related field
Hold or be eligible for Georgia Leadership Certification and/or Support License; Senior Professional in Human Resources (SPHR) preferred
Five years of progressively responsible leadership, management and/or administrative experience as an educational administrator, or corporate human resources administrator; school leadership experience preferred
Such alternatives to the above qualifications as the Board may find appropriate.
PERFORMANCE RESPONSIBILITIES:
Plans and implements procedures and guidelines for the efficient operation of the Human Resources department.
Provides day-to-day supervision and management for personnel of the Human Resources department.
Provides leadership in establishing a comprehensive plan for the efficient recruitment, selection, employment, evaluation, and retention of qualified instructional, administrative, management and other non-instructional employees (both certified and classified)
Manages the talent acquisition/recruitment process, certifications and substitute services.
Oversees the advertising and posting of job vacancies, interviewing candidates and selection of employees for vacancies, promotions and transfers.
Coordinates activities relating to the supervision and evaluation of the Human Resources staff and the programs for which they are responsible.
Supervises development of the annual budget for the Human Resources department.
Recommends, coordinates, and assists in the development and revision of Board policy and administrative procedures related to personnel.
Provides input regarding organizational changes, staffing, policies and procedures to ensure they are implemented in such a way that staffing objectives are met and the DCSS employee development culture is maintained
Participates in the development of a strategic vision for the DCSS to contribute to the organizational objectives of delivering innovative initiatives around human resources, organizational culture, capabilities, and people management.
Collaborates with Senior Leadership to develop and align long-term and short-term plans that will ensure a strong talent pipeline, skilled workforce, and will ensure that processes and policies support the attraction, development, and retention of the DCSS's talent
Provides administrative leadership for the management of certified and classified employee complaints processed by the Human Resources department.
Participates in the development of a strategic vision for the DCSS to contribute to the organizational objectives of delivering innovative initiatives around human resources, organizational culture, capabilities, and people management.

Provides administrative leadership for the management of certified and classified employee complaints processed by the Human Resources department.
Serves as Compliance Coordinator to investigate and respond to complaints alleging acts of discrimination based on race, color, national origin, sex, religion, age, or disability
Participates in the processing of legal claims related to personnel actions that may be brought by employees.
Maintains compliance with applicable federal and state laws, as well as Board policies.
Performs other duties as assigned by the appropriate administrator.
Knowledge/Skills/Abilities
Knowledge of human resources management, talent management or organizational effectiveness, including recruitment and selection.
Knowledge of current trends and related laws and regulations in human resources, educational reform, and management.
Knowledge and ability to manage the District's CPI efforts, while serving as the primary point of contact for issues related to CPI reporting.
Ability to manage departmental budget and ensure expenditures are within approved budget and in conformance with District fiscal procedures.
Knowledge of school and school district operations and procedures.
Proficient in Microsoft Office.
Strong organizational, communication and project management skills are required.
Experience in strategic planning, change management, data analysis.
Knowledge of school and school district operations and procedures.
Ability to effectively assess needs, identify potential options to meet the need, and effectively deliver the agreed-upon solution.
Initiative and drive, with the ability to be resourceful, creative and maintain flexibility.
Ability to negotiate, motivate others, multi-task and manage several projects simultaneously.
Knowledge of multiple HR disciplines.
Excellent written and oral communication; strong interpersonal skills.
REPORTS TO: Associate Superintendent & CFO
SALARY RANGE: Twelve months. Salary schedule in accordance to the DCSS compensation guide.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
